A 62% ACOS looks like a bidding problem in every ads report ever written. If the page converts at a third of what the rest of your catalogue does, no bid fixes it — you are paying to send traffic somewhere that cannot close. Ad data alone cannot tell those apart. These two files can.

Why this is the question that decides the month
An ACOS of 62% has at least four different causes and they need opposite responses. Cut bids on a page that converts well and you throttle a winner. Rewrite a listing whose page conversion is already strong and you have spent a fortnight on the wrong thing. The reason sellers get this wrong is not carelessness — it is that the ads report, which is the file everyone looks at, genuinely cannot distinguish them.
The thresholds here are the ones we use on client accounts: 100 sessions before a conversion rate is worth reading, 30 ad clicks before an ad conversion rate is, and a page judged weak below 60% of the account's own median. They are working thresholds, not laws — what to do about a weak page is a longer subject than a threshold.
